My retired and widowed father claims he was told by both an H&R Block tax preparer and the IRS that he does not need to file tax returns. Since his income has been virtually identical every year, he has not filed a return for 5 or 6 years. I have never heard that anyone was exempt from filing a tax return and would like to know if this is true.
